Team experience with Public Projects

Jennifer Pinck – over 34 years experience with public projects.

As Senior Manager for Parsons Brinckerhoff on the Boston Central Artery/Tunnel Project, Jennifer designed and implemented programs and procedures to manage construction impacts during all phases of the project, including phasing and logistics associated with vehicle and pedestrian traffic, conservation of historic resources, and abutter impact.

As Construction Manager for the MWRA Program Management Division, Boston Harbor Project, Jennifer managed all phases of planning, design, construction and program management on assigned projects to meet court-ordered milestones. Projects included 30,000 sf office building (Ch. 149), concrete batch plant (Ch. 30) and various service contracts.

Larry Borins – over 32 years experience with public projects.

Larry brings a broad range of experience, as both architect and owner, with public agency design and construction in Massachusetts. While at MSCBA Larry developed and implemented new bid, contract and management procedures for MSCBA’s first Construction Manager at Risk procurement strategy. Larry oversaw design, construction, and occupancy including permitting and commissioning at several higher education projects.

MSBA

Pinck & Co., together with the RISE group, worked with the Massachusetts School Building Authority to draft a commissioning program for implementation on all public school projects receiving MSBA reimbursements. The goal of this work was to bring our best practice experience in commissioning to the realm of public school construction in a manageable and cost effective manner. The scope of this work included benchmarking performance, the creation of a draft commissioning manual and templates for a standard scope, RFP, bid form and compliance affidavits. This process also included drafting an evaluation process for applications for services.

Cambridge Housing Authority

For the Cambridge Housing Authority Pinck & Co has been engaged to provide a variety of services for the Lincoln Way, Jackson Gardens and LBJ Apartment redevelopments. Assignments have included:

Conceptual cost estimating; Community planning; Preparation of the application to the Office of the Inspector General seeking permission to utilize the Construction Manager at Risk delivery option, Preparation of the RFQ/P for the Construction Managers; Participation on the selection committees for the Construction Manager; Participation on the trade prequalification committees.

Charter Schools

OPM for the feasibility, design and construction of the Boston Collegiate Charter School’s successful renovation of a 100 year old industrial building into a fresh home for this expanding school. The project included the renovation of 28,000 sf of existing space to create four floors of new classrooms, including assembly space, office space, a computer lab, and a library.

As OPM, Pinck & Co for renovation managed, on behalf of the Owner, the architect selection process, through the DCAM designer selection board, the bidding process for general and sub-contractors, and contract administration during construction. BCCS Lower School was constructed by the design / bid / build delivery method, including filed sub-bids, as specified for under M.G.L. c.149.

Project was completed in just 14 months from start of design.

Emergency grant program for day care center capital projects; review applications; confirm/validate scope; level and/or obtain competitive bids; construction monitoring and verification of work in place.
